NordStar Airlines informs about the introduction of new rules governing the arrival of passengers to the Russian Federation by air.

In accordance with the resolutions of the Chief State Sanitary Doctor of the Russian Federation No. 7 of 18.03.2020 and No. 22 of 27.07.2020:

Passenger information

Information for citizens of the Russian Federation arriving on the territory of the Russian Federation by international flights
  • before departure to Russia (when buying a ticket or at any other time before the start of check-in for the flight), you must fill out the questionnaire of the person arriving in the Russian Federation in electronic form on the Unified Portal of State and Municipal Services (hereinafter referred to as the EPSU);
  • in advance, fill out the special form "Registration of arrivals to the Russian Federation" (when buying a ticket or at any other time before the start of check-in for the flight) in electronic form at the EPSU for rapid passage of sanitary and quarantine control at the arrival airport. At the same time, a QR code will be generated at the EPSU, which can be presented in paper or electronic form during the passage of sanitary and quarantine control at the arrival airport. Upon presentation of the QR code, you will not need to fill out additional forms in paper form;
  • pass a laboratory test for COVID-19 by PCR within 3 calendar days from the date of arrival on the territory of the Russian Federation and post the test results in a special form on the Unified Portal of Public Services;
  • before receiving the results of a laboratory test on COVID-19, it is necessary to observe the self-isolation regime at the place of residence (stay);
  • be ready to seek medical help without visiting medical organizations, in case of symptoms of the disease or any other deterioration of health within 14 days after arrival;
Information for foreign citizens and stateless persons traveling to the territory of the Russian Federation or on transit flights
with landing in the Russian Federation
  • when boarding the aircraft, have a medical document written in Russian or English1 and confirming a negative test result for COVID-192;
  • before arriving in Russia, fill out the questionnaire of the person arriving in the territory of the Russian Federation;

In the absence of properly executed documents, foreign citizens and stateless persons may be denied air transportation.

1 - The document may be submitted in other languages if it is the official language of the state of registration of the organization that issued the medical document, and a translation of the document into Russian must be attached, the fidelity of which is certified by a consular official of the Russian Federation.

2 - The test for the presence of coronavirus should be carried out by PCR and made no earlier than three calendar days before arrival on the territory of Russia.

Information for foreign citizens arriving in Russia for the purpose of carrying out work activities

Passengers must observe mandatory self-isolation for a period of 14 days from the moment of arrival on the territory of the Russian Federation.

In accordance with the Decree of the Government of the Russian Federation of 16.03.2020 No. 635-r (as amended. Order of the Government of the Russian Federation of 02.09.2020 N 2236-p), from September 2, 2020, entry into the territory of the Russian Federation is allowed to citizens of foreign states listed below, entering the Russian Federation from their countries of citizenship:

  • Republic of Belarus;
  • Kazakhstan;
  • Kyrgyzstan;
  • Republic of Korea;
  • Cuba;
  • Serbia;
  • Japan;
  • Seychelles;
  • Ethiopia;
  • United Kingdom;
  • Tanzania;
  • Turkey;
  • Switzerland;
  • Egypt;
  • Maldives;
  • UAE;

Entry into the Russian Federation of foreign citizens and stateless persons arriving from other countries is temporarily restricted.

The temporary restriction on entry into the territory of the Russian Federation does not apply to the following categories of arrivals
  • persons with visas issued in connection with the death of a close relative;
  • citizens of states parties to international agreements with the Russian Federation on visa-free travel, if these citizens enter the Russian Federation in connection with the death of a close relative;
  • persons who are family members, guardians and trustees of citizens of the Russian Federation;
  • persons permanently residing in the territory of the Russian Federation, as well as following the transit through the Russian Federation without leaving the border checkpoints;
  • persons entering the Russian Federation for medical treatment;
  • citizens of the Republic of Abkhazia entering the Russian Federation from the Republic of Abkhazia;
  • citizens of Ukraine and stateless persons permanently residing in the territories of certain districts of the Donetsk and Luhansk regions of Ukraine;
  • citizens of the member states of the Commonwealth of Independent States, the Republic of Abkhazia and the Republic of South Ossetia, arriving in the Russian Federation and departing to their states of citizenship through air and other checkpoints;
  • as well as other categories of persons, the full list of which can be found < / br> in the Order of the Government of the Russian Federation of 16.03.2020 No. 635-R.;
About the procedure for performing customs operations for baggage clearance on transfer flights

Passengers on NordStar flights following the airline's transfer flights:

  • from points of the Russian Federation to points of the near and far abroad
  • from points near and far abroad to points on the territory of the Russian Federation

With the passage of the border at the transfer airport on the territory of the Russian Federation, they can use the simplified procedure for performing customs operations with respect to baggage and register it as a transfer at the airport of departure to the final destination.

Baggage transfer for international transfer flights applies:

  • if the passenger does not need the baggage at the transfer point (the baggage will be issued only at the final destination)
  • if the transfer transportation is issued with one ticket (on a single form)
  • in respect of baggage containing goods for personal use only that are not subject to customs declaration in writing in accordance with the customs legislation of the Customs Union and the legislation of the Russian Federation on customs
  • for flights with a place of departure on the territory of the Russian Federation (outside the customs territory of the Customs Union) to a destination outside the customs territory of the Customs Union (on the territory of the Russian Federation) with an intermediate landing at the place of departure from the territory of the Russian Federation (place of arrival on the territory of the Russian Federation), if the place of departure and place of departure (place of arrival and destination) are located on the territory of the Russian Federation
  • if there is a technical possibility for processing transfer baggage at the departure airport

If at least one of the listed requirements is not met, the baggage cannot be registered as transfer baggage to the final destination.

If the checked baggage contains goods subject to a written declaration, the passenger must:

  • notify the agent at the check-in about the presence of goods in the baggage that are subject to declaration during export or import to the Russian Federation and about the need for baggage registration before the transfer point
  • collect your luggage on arrival at the transfer point
  • declare goods subject to written declaration and re-register baggage

The passenger is responsible for the declaration of goods subject to written declaration and compliance with the requirements of the legislation of the Customs Union and the legislation of the Russian Federation on customs affairs.

Registration for the carriage of baggage to the final destination does not release the passenger from responsibility for the presence of goods in it that are subject to customs declaration or prohibited for import/export. Compliance with the requirements provided for in the Regulation "On the Simplified Procedure for performing Customs Operations in respect of goods accepted by the air carrier for carriage in accompanied baggage" does not exempt the transfer passenger from complying with other requirements of the legislation of the Customs Union and the legislation of the Russian Federation on customs affairs.

In case of violation of the requirements of the legislation of the Customs Union and the legislation of the Russian Federation on customs:

  • the airline is not responsible for the delivery of baggage to the final destination
  • the passenger may be subject to the form of liability provided for by law

Information for passengers of international flights to / from countries with which air traffic has been resumed

For passengers traveling to/from Egypt

NordStar has been operating flights from Rostov-on-Don to Cairo since February 20.

The entry of foreign citizens is allowed in accordance with the terms of Intergovernmental Agreements.

All passengers over the age of 6 years, including Egyptian citizens, arriving in Egypt, must have a printed certificate with a negative result of a COVID-19 test made by PCR no earlier than 72 hours before the departure of a direct flight to Egypt. The certificate must be in Arabic or English with the seal of the laboratory, the exact date and time of the selection of the material. The document must be issued by an official laboratory accredited in the country of origin.

NordStar reserves the right to refuse flights to passengers who do not meet the conditions of carriage specified above.

For passengers traveling to/from Armenia

NordStar Airlines operates direct flights from Moscow to Yerevan.

Flights from Russia to Armenia

On flights to Armenia, passengers from among foreign citizens who have the right to enter Armenia are accepted for transportation. All passengers on arrival undergo medical control and are required to conduct a 14-day self-isolation. Self-isolation can be canceled after receiving a negative result of the PCR test.

Flights from Armenia to Russia

In accordance with the decree of the Government of the Russian Federation of 26.01.2021 No. 140-r, citizens of the member states of the Eurasian Economic Union (EAEU) are allowed to enter the Russian Federation - The Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic) during the period from February 1 to March 1, 2021 (inclusive) on flights from Yerevan to Domodedovo Airport, subject to the presentation of valid identity documents recognized by the Russian Federation in this capacity, as well as negative results of tests for a new coronavirus infection displayed in the mobile application "Traveling without COVID-19" in the form of a QR code.
