Flight Safety Policy

Safety of flights is one of the main functions of our activity. We are committed to development, implementation, continuous pursuance and improvement of strategies and methods with a view to ensuring that our aviation activities evolve under the conditions of balanced distribution of organizational resources aimed at achieving the highest level of safety and compliance with national and international standards in the provision of our services.

Starting with the General Director, the management of the Airline at all levels and all employees are responsible for achievement of the highest level of flight safety.

We commit ourselves to:

  • Support the flight safety management by allocation of all appropriate resources, which will result in establishment of organizational culture that encourages introduction of the safe practices, facilitates effective communication and exchange of the flight safety information and actively manages the flight safety by attaching to the results thereof the same importance, as to the performance results of other management systems of the organization;
  • Make flight safety management the first and foremost responsibility of all managers and employees;
  • Clearly define for all personnel (both for managers and ordinary employees) the scope of their responsibility and duties concerning ensuring of safety of the Airline flights and functioning of our flight safety management system;
  • Improve and apply processes for identification of hazards and management of the flight safety risks, including the hazard reporting system, in order to eliminate or minimize the flight safety risks associated with consequences of hazard occurrences arising from our production operations or activities to the lowest practically possible level;
  • Guarantee that no action will be taken against any employee who reports a flight safety problem through the voluntary hazard reporting system, unless such report is reasonably indicative of unlawful acts, gross negligence or intentional or malicious violation of the rules or procedures by such employee;
  • Ensure availability of qualified and trained human resources for implementation of the strategy of the flight safety processes;
  • Ensure that all employees are provided with adequate and appropriate flight safety information and proper training to make sure that they are competent in the flight safety issues and that they are charged with only those tasks that are commensurate with their qualification;
  • Identify and evaluate effectiveness of the flight safety management system using measurable performance indicators by areas of activity as a means for monitoring of operational performance of the organization and confirmation of effectiveness of the flight safety risk management at least once a year;
  • Guarantee that in any situation caused by a conflict of interest between the Airline and customers, partners, suppliers, flight safety related objectives take precedence;
  • Guarantee compliance of systems and services supplied from external sources for support of our production operations with our flight safety standards;
  • Require strict compliance with the flight safety requirements established by the agreements of personnel of service organizations at the airports of the destinations network.

Aviation Security Policy

The purpose of the policy is to ensure safety, regularity and efficiency of the Airline activities by way of implementation of actions provided for by the Aviation Security Program aimed at ensuring safety of life and health of passengers, crew members and staff of the Airline during performance by them of their employment duties, and prevention of acts of unlawful interference in the operation of civil aviation, activities of the Airline, as well as attempts to inflict economic damage thereon.

Starting with the General Director, the management at all levels and all employees are responsible for achievement of the highest level of aviation security.

Method of achievement of the goal — from ensuring aviation security to aviation security management.

It is impossible to ensure aviation security without a well-structured system approach that includes necessary organizational structures, areas of responsibility, policies and procedures, i.e. without creation and organization of effective functioning of the Aviation Security Management System (SeMS) of the Airline.

We commit ourselves to:

  • Make aviation security management the first and foremost responsibility of all managers and employees;
  • Clearly define for all personnel (both for managers and ordinary employees) the scope of their responsibility and duties concerning ensuring of aviation security of the Airline and functioning of our aviation security management system;
  • Improve and apply processes for identification of threat sources and management of the aviation security risks, including the aviation security threat reporting system, in order to eliminate or minimize the risks;
  • Guarantee that no action will be taken against any employee who reports an aviation security problem through the voluntary hazard reporting system, unless such report is reasonably indicative of unlawful acts, gross negligence or intentional or malicious violation of the rules or procedures by such employee;
  • Comply with statutory and regulatory requirements and standards of the Airline;
  • Ensure availability of qualified and trained human resources for implementation of the strategy of the aviation security processes;
  • Ensure that all employees are provided with adequate and appropriate aviation security information and proper training to make sure that they are competent in the aviation security issues and that they are charged with only those tasks that are commensurate with their qualification;
  • Guarantee that in any situation caused by a conflict of interest between the Airline and customers, partners, suppliers, aviation security related objectives take precedence;
  • Constantly improve our Aviation Security Management System by way of management processes that ensure adoption of appropriate and effective measures in the area of aviation security;
  • Guarantee compliance of systems and services supplied from external sources for support of our production operations with our aviation security standards;
  • Require strict compliance with the aviation security requirements established by the agreements of personnel of service organizations at the airports of the destinations network;
  • Top management of JSC NordStar Airlines guarantees provision of the necessary conditions, including resources, for ensuring of safety and quality of the services provided.
